Fire Code Technical Advisory Council (TAC) Notice of Council Procedures 

Council Office

The Council office is located at 698 Second Street, Room 303A, San Francisco, CA 94107. The Council can be reached at kathy.aguas-aclan@sfgov.org, or online at the Council web site.  Office hours are from 7:30 a.m. to 4:00 p.m., Monday through Friday.

Public Participation and Comment

The Council will take in-person comment on all items appearing on the agenda at the time the item is heard.  The Council will take public comment on matters not on the Agenda, but within the jurisdiction of the Council during the “General Public Comment” portion of the regular meeting.  Each member of the public is allowed to speak once on each agenda item for up to three minutes. Admin. Code § 67.15(c). The Council may reasonably limit public comment on an item to less than three minutes per speaker based on such factors as the nature of the item, the number of anticipated speakers for the item, and the anticipated duration of other agenda items. The timer shall be in operation during public comment. 

Language Access

For language access services, including the translation and interpretation of oral or spoken information, please contact the Council Secretary at kathy.aguas-aclan@sfgov.org at least 48 hours in advance of the meeting, except for Monday meetings, for which the deadline is 4:00 p.m. the previous Friday of the last business day of the preceding week.  The more advance notice you can provide for your request, the more likely the Council can arrange the requested language access services.  In particular, arranging language access services within 48 hours may not always be possible, due to multiple factors, including but not limited to, availability of translators or the particular dialect or language requested.  The City will make all reasonable efforts to meet language access service requests, even if made less than 48 hours in advance. 

Information on Disability Access

Wheelchair-accessible entrances are located on Van Ness Avenue and Grove Street. Please note the wheelchair lift at the Goodlett Place/Polk Street is temporarily not available. After multiple repairs that were followed by additional breakdowns, the wheelchair lift at the Goodlett/Polk entrance is being replaced for improved operation and reliability.  We anticipate having a functioning lift after the completion of construction in October 2026.  There are elevators and accessible restrooms located on every floor. The closest accessible BART station is the Civic Center Station at United Nations Plaza and Market Street. Accessible MUNI lines serving this location are: #42 Downtown Loop, and #71 Haight/Noriega and the F Line to Market and Van Ness and the Metro Stations at Van Ness and Market and at Civic Center. There is accessible curbside parking adjacent to City Hall on Grove Street and Van Ness Avenue and in the vicinity of the Veterans Building at 401 Van Ness Avenue adjacent to Davies Hall and the War Memorial Complex.  For more information about MUNI accessible services, call (415) 701-4485.

To assist the City’s efforts to accommodate persons with severe allergies, environmental illnesses, multiple chemical sensitivity or related disabilities, attendees at public meetings are reminded that other attendees may be sensitive to various chemical-based products. Please help the City to accommodate these individuals.

Policy on use of Cell Phones, Pagers, and Similar Sound-Producing Electronic Devices at and During Public Meetings

The ringing and use of cell phones, pagers and similar sound-producing electronic devices are prohibited at Council meetings. Please be advised that the Chair may order the removal from the meeting room of any person(s) responsible for the ringing or use of a cell phone, pager, or other similar sound-producing electronic device.

Documents referred to in this agenda, if not otherwise exempt from disclosure, are available for public inspection and copying at the Council Office.  If any materials related to an item on this agenda are distributed to the Council after distribution of the agenda packet, those materials, if not otherwise exempt from disclosure, are also available for public inspection at the Council Office, 698 Second Street, room 303A, San Francisco, during normal office hours. Documents referred to in this agenda will also be available online at the Council web site.
